The firm's founder and manager is Jarret Burr. An accomplished governmental affairs expert and a consummate professional, he is ready, willing, and able to help your organization reach its goals.   

 

Prior to founding Burr Capitol Consulting, Jarret was the Assistant Legislative Director for the North Carolina Department of Public Safety (“DPS”). With over 37,000 employees and a $2 billion budget, DPS is one of North Carolina’s largest executive agencies. As the manager of DPS’s Legislative Affairs and Strategic Operations Sections, Jarret spearheaded efforts to get the Governor’s and DPS’s legislative and budgetary priorities through the General Assembly.

 

In addition to his legislative work for DPS, Jarret also played instrumental roles in the planning and implementation process of numerous state-wide initiatives and projects, such as the creation of the North Carolina Center for Safer Schools, as well as the transfer and reorganization of the State Bureau of Investigation, Alcohol Law Enforcement, and Private Protective Services.

 

Prior to moving over to DPS, Jarret was a Community Development Specialist in the North Carolina Department of Transportation (“DOT”). In this role, he assisted in designing DOT’s legislative agenda and marketing their objectives to policymakers as well as the public at large.

 

Jarret also has extensive experience in political campaigning. Most notably, he served as a Senior Advisor on Congressman Robert Pittenger’s campaign and as a Grassroots Coordinator on Congressman Richard Hudson’s campaign. As a key member of these campaigns, he developed the candidate’s platforms, prepared and executed their marketing strategies, built donor relationships, and managed campaign staff, as well as volunteer teams of 60-80 individuals.

 

Before he became a full-time political operative, Jarret was a Bail Agent for his family’s bail bonding company. He assisted in the management of the agency’s business affairs and supervised employees in the company’s 12-county area of operation. He also led the company’s Fugitive Recovery Team, which apprehended criminal fugitives who failed to appear in court, missed payments, or violated conditions of release orders.

 

Jarret is a native of Stanly County, North Carolina. He attended the University of North Carolina at Charlotte, where he earned his Bachelor of Arts degree with majors in Criminal Justice and Political Science and a minor in American Studies. During college, he served as the President of his fraternity, as well as the Chief of Staff for the Student Body President.
